A Slight Decline, But More Records Breached
The average cost of a data breach in South Africa dropped to R44.1 million in 2025, down nearly 17% from R53.1 million in 2024, according to IBM’s newly released Cost of a Data Breach Report.
While this is encouraging, the number of breached records increased slightly to 23,445 (up from 22,600). This suggests that detection and response capabilities are improving — but the threat landscape remains active and costly.
Where the Money Goes
According to the report, the largest cost driver in South Africa is detection and escalation at R17.5 million. Other significant categories include:
- Lost business: R13.1 million
- Post-breach response: R12.5 million
- Notification costs: Just under R1 million
Sector-specific costs are still substantial:
- Financial sector: R70.2 million (highest)
- Hospitality: R57.5 million
- Services: R56.8 million
The AI Factor — Cost Saver or Risk Multiplier?
AI played a big role in the report’s findings, offering both benefits and risks:
- AI model protection: 37% of South African organisations use access controls to protect AI systems.
- AI governance adoption: 47% have formal AI governance policies, with another 14% in development.
- AI and automation benefits: Organisations with strong AI automation reduced breach costs to R36.2 million, compared to R53.7 million for those without. They also cut detection and containment times significantly.
- Shadow AI costs: Unauthorised AI usage added R2.2 million to breach costs.
Most Common Causes of Data Breaches in 2025
The leading causes of South African breaches were:
- Third-party vendor & supply chain compromise — 17% of breaches, avg. cost R29.6 million
- Compromised credentials — 13% of breaches, avg. cost R48 million
- Phishing attacks — 13% of breaches, avg. cost R50.4 million
- Denial-of-service (DDoS) attacks — 13% of breaches, avg. cost R38.8 million
Key Takeaway
While breach costs are falling, the volume of records exposed and the persistent costs in high-risk sectors make it clear: South African organisations cannot afford complacency.
AI and automation, when implemented responsibly and with proper governance, can reduce both breach costs and response times. But “shadow AI” and weak identity practices remain expensive blind spots.
